<description>The Plumbing &#38;amp; Heating Industry Alliance and the&#13;&#10;Trading Standards Institute are at loggerheads over the value of &#38;lsquo;fast-track&#38;rsquo;&#13;&#10;training courses. &#13;&#10;Some fast-track training courses, which can cost up to &#38;pound;10,000, promise to&#13;&#10;provide students with the necessary skills to become a plumber or electrician&#13;&#10;within a short period of time. &#13;&#10;Many trade bodies, however, argue that fast-track courses in heating, plumbing,&#13;&#10;electrical wiring and other allied engineering services are inappropriate,&#13;&#10;since the work is dangerous and a high level of skill is required. &#13;&#10;Chris Sneath, PHIA chairman, said: &#38;ldquo;A lot of these courses promise to train a&#13;&#10;person to become a fully accredited and competent plumber, installer or&#13;&#10;electrician in a matter of weeks, for an exorbitant fee. &#13;&#10;&#13;&#10;&#13;&#10;&#38;ldquo;At the end of that period you are left with individual, who because they have&#13;&#10;been inadequately trained, can do irreparable damage.&#38;rdquo;</description>

<description>British Gas (BG)&#13;&#10;has claimed that its offer to pay consumers&#38;rsquo; gas bills for a year if they&#13;&#10;install one of their boilers is designed&#13;&#10;to promote energy efficiency and is not unfair competition.&#13;&#10;&#13;&#10;&#13;&#10;A number of&#13;&#10;independent heating companies have accused BG of abusing its position by&#13;&#10;subsidising its installation business with an offer to give consumers up to&#13;&#10;&#38;pound;800 worth of free gas.   &#13;&#10;&#13;&#10;&#13;&#10;Billy Wilgar, chairman&#13;&#10;of the HVCA&#38;rsquo;s Heating and Plumbing Services Group states: &#38;ldquo;In my&#13;&#10;experience, BG is at least &#38;pound;1,000 more expensive than a small independent,&#13;&#10;therefore the consumer will ultimately lose out.&#38;rdquo; &#13;&#10;&#13;&#10;&#38;ldquo;They are not to know this, of course, and will almost certainly only&#13;&#10;get the one quote as this incentive seems too good to be true on the face of&#13;&#10;it.&#38;rdquo;</description>

This means that current incumbent CORGI will face competition for the first&#13;&#10;time. &#13;&#10;NAPIT and th APHC have expressed interest in&#13;&#10;applying for the scheme. It is understood that three other bodies are&#13;&#10;considering an application. &#13;&#10;The winner will be appointed to run the new scheme for five years, with&#13;&#10;oversight remaining with the HSE. The winner of the tender will be tasked with&#13;&#10;reforming ACS, raising public awareness of gas safety and tackling illegal&#13;&#10;installers. &#13;&#10;The competition involves a two-stage process. The competition deadline for the&#13;&#10;pre-qualification stage is September 3 2007. The&#13;&#10;successful candidate will be announced in early 2008 with the new scheme in&#13;&#10;place before the end of July 2008.</description>

<description>Carbon monoxide poisoning on the increase&#13;&#10;&#13;&#10;&#13;&#10;Fifty&#13;&#10;people have been killed and over 200 injured in the UK since the&#13;&#10;beginning of 2006 as a result of carbon monoxide poisoning, it was&#13;&#10;revealed today.&#13;&#10;&#13;&#10;National gas watchdog CORGI said there&#13;&#10;had been over 100 incidents between January 2007 and April this year,&#13;&#10;with the most common cause of death being faulty or poorly maintained&#13;&#10;gas appliances (28%).&#13;&#10;&#13;&#10;&#13;&#10;Yorkshire, Wales, the North East and&#13;&#10;the Midlands were the most vulnerable regions in the UK when it came to&#13;&#10;carbon monoxide (CO) poisoning according to a new map published today&#13;&#10;by CORGI. The map highlights the worst incidents of exposure to the&#13;&#10;deadly gas and pinpoints regional 'hotspots'.&#13;&#10;&#13;&#10;&#13;&#10;CORGI has&#13;&#10;also produced a report following its research, which claimed that&#13;&#10;residential tenants were particularly at risk due to them placing their&#13;&#10;safety in the hands of &#38;quot;some lazy and ignorant private landlords&#38;quot;.&#13;&#10;&#13;&#10;&#13;&#10;The study also revealed that In the first four months of 2007 there were 40 incidents, 48% up on the same period last year.&#13;&#10;&#13;&#10;&#13;&#10;'Basic owner errors'&#13;&#10;&#13;&#10;&#13;&#10;A spokesperson for CORGI said they hoped that publishing the new map would &#38;quot;reveal the full danger of&#13;&#10;&#13;&#10;&#13;&#10;the nation's apathy and ignorance - the main reasons Brits are still becoming ill and dying as a direct result of CO poisoning.&#38;quot;&#13;&#10;&#13;&#10;&#13;&#10;The&#13;&#10;report said that CO poisoning usually occurred as a result of a&#13;&#10;accumulation of events, such as faulty appliances that had not been&#13;&#10;serviced, blocked flues and chimneys, and &#38;quot;basic owner errors&#38;quot; like&#13;&#10;blocking air vents. &#13;&#10;&#13;&#10;&#13;&#10;Illegal gas workers were another&#13;&#10;&#38;quot;major problem&#38;quot;, according to CORGI. The watchdog claimed that there&#13;&#10;were around 3,000 illegal gas installers operating in the UK, carrying&#13;&#10;out approximately 279,000 gas jobs each year, who had never been CORGI&#13;&#10;registered.&#13;&#10;&#13;&#10;&#13;&#10;While a huge 90% of the country had a smoke alarm fitted in their homes, only a quarter had a CO detector, the report added.&#13;&#10;&#13;&#10;&#13;&#10;&#38;quot;Homeowners&#13;&#10;should have all their gas appliances checked every year to make sure&#13;&#10;the silent killer gas is not leaking out of their appliances, but 15%&#13;&#10;of people have never had any of their appliances checked,&#38;quot; said the&#13;&#10;CORGI spokesperson.&#13;&#10;&#13;&#10;&#13;&#10;&#38;quot;The majority of carbon monoxide&#13;&#10;incidents are avoidable - the most common cause of death through carbon&#13;&#10;monoxide poisoning comes from faulty or poorly maintained gas&#13;&#10;appliances.&#38;quot;&#13;&#10;&#13;&#10;&#13;&#10;Annual checks&#13;&#10;&#13;&#10;&#13;&#10;According&#13;&#10;to safety products manufacturer FireAngel, around one-third of people&#13;&#10;are not even aware of what carbon monoxide is and where it can come&#13;&#10;from, while 41% were ignorant of the dangers the gas could present.&#13;&#10;&#13;&#10;&#13;&#10;John&#13;&#10;Walsh, managing director of FireAngel, said: &#38;quot;There results are&#13;&#10;staggering. <description>HVAC firms who let their workers take their company vans home overnight for personal use are facing a massive increase in their tax liability unless they act now, a leading accountancy firm has warned. According to PKF, from April 6 2007, the tax costs attributable to company vans will increase by 600 per cent from &#38;pound;500 to &#38;pound;3,000 - equivalent to the charge made on a &#38;pound;20,000 company car. If private fuel is provided, workers could face a tax hike of 700 per cent.  The company predicts that HM Revenue &#38;amp; Customs will simply apply the increased levy to all van drivers who are registered for the existing lower charge unless their companies write in before January, when new personal tax codes are issued.&#13;&#10;&#38;nbsp;</description>

CORGI will not replace Mr Ottridge and will revamp its management structure in the wake of his departure. Since the start of the year copper has more than doubled in price and metal dealers are now predicting that it could break records with a price increase of 85 per cent in the coming days by costing between $9,000 and $10,000 per tonne. Aluminium has also reached a new peak, hitting $3,077 per tonne this month, its highest in two decades.</description>

<description>CORGI is facing questions over the success of its Gas Work Notification (GWN) regime after the gas safety watchdog released official figures for the scheme's first full year in existence. Since April 2005 it has been compulsory for registered installers across the UK to notify CORGI of all domestic gas installations. Figures published earlier this week revealed that CORGI received around one million notifications in the  first full year of the scheme - with 65 per cent (650,000) of those being boilers. However, insiders have pointed out that official figures released by industry bodies such the Heating and the Hotwater Information Council (HHIC) and the SBGI estimate gas boiler sales to be nearer to one and half million for the same period. Commenting on the publication of CORGI's notification figures, Bruce Allen, the registration and development director for the National Association of Professional Inspectors and Testers (NAPIT), told H&#38;amp;V News : &#38;quot;It's encouraging that around 650,000 boilers have been registered in the last 12 months through the works notification system. However, taking into account that SBGI figures show annual sales of 1.5 million gas boilers, this leaves a considerable shortfall of appliances that installers aren't notifying.&#38;quot; As reported in last week's H&#38;amp;V News, (May 20), NAPIT has lodged an application with the Health &#38;amp; Safety Executive  to operate its own gas safety registration scheme.</description>

Bill Belshaw, BESCA's chairman, said: &#38;quot;There are now five self-certification schemes in the domestic sector, most of which are single fuel source schemes with confusing implications for businesses wishing to notify their work to local authorities. Although each scheme has its own area of expertise, it is in danger of becoming too complex, as well as costly for the industry.&#38;quot; BESCA also feels the information given in Schedule 2A of the regulations is confusing and open to misinterpretation and constitutes another reason for capping applications.</description>
